Cyril was raised as the youngest of eight, and his parents took care of many other children, including in foster care. He and his wife Melissa are foster parents to an infant, and live in Berea with their two daughters, Sofia and Alondra. Cyril is serving in his fourth term as the Mayor of the City of Berea. He is the longest-serving Mayor in Berea history. Melissa is originally from The Bronx, New York, and was raised in Puerto Rico. Melissa teaches English as a second language to adult students. She has also worked as an advocate for victims of domestic violence and women who are incarcerated.
As Mayor, Cyril has been an advocate for the underprivileged, the elderly, families and veterans. Through his efforts, Berea is the only community in Ohio recognized by the U.S. Department of Veterans Affairs as a “We Honor Veterans Community.”
Cyril has held several positions in Cuyahoga County, being elected to the Board of the Cuyahoga County Land Reutilization Corporation, the County Planning Commission, and the Solid Waste District.
Before being elected, Cyril started and served as the Executive Director of a non-profit community development corporation. He ran housing programs for low-income families, as well as economic development programs. He started Berea Community Outreach, which serves lower-income families and individuals with food and other programs in Berea, Brook Park, and Middleburg Heights.
Cyril is an avid Cleveland sports fan, especially the Browns, and he is an accomplished artist. He holds a bachelor's degree in political science and three master's degrees in political science, urban planning, and pastoral theology. In 2019, he was selected into the Berea High School Alumni Hall of Fame.
